The smart platform of the municipalities of the Trasimeno Union
PITER (Integrated Territorial Platform) is a project designed to pursue the objectives of the ITI Trasimeno territorial strategy (Regional Council Resolution No. 1497/2016 and subsequent amendments) and aims to realize the vision of a “Trasimeno City”; It involves the eight municipalities of the Trasimeno Union – Castiglione del Lago, Città della Pieve, Magione, Paciano, Panicale, Passignano sul Trasimeno, Piegaro, and Tuoro sul Trasimeno – and marks the beginning of an innovative path toward environmental sustainability and digital transformation.
Developed in collaboration with Wisetown, TeamDev Ecosystem, Geolander.it, Archimedia 181, it aims to simplify citizens’ lives and make public administration more efficient through the enhancement of local digital services.
Funded by the European PSR FEASR funds of the Umbria Region 2014–2022, PITER represents a cornerstone of the ITI Trasimeno strategy. The project clearly demonstrates that even small municipalities, when united by a common interest, can join forces and adopt advanced technological solutions to improve territorial management.
Tools and technologies integrated into the platform
In summary, the project leverages a wide range of advanced technological tools and data to ensure more accurate, sustainable, and collaborative management. These include GIS, MMS, environmental sensors, and interactive mapping technologies, using official and up-to-date data from public authorities, telecommunications operators, historical archives, and eight weather stations that are essential for responding to climate change-related emergencies. A key aspect of the project has been the digitization of two historical land registries, which are valuable for preserving the historical and cultural memory of the area, supporting planning, managing natural resources sustainably, and improving urban planning. These registries provide crucial information on the evolution of the territory and property over time.
The initiative is based on the use of advanced digital technologies and the integration of reliable data to ensure more accurate and collaborative territorial management. Among the tools employed are:
- GIS systems, MMS (Mobile Mapping Systems),
- environmental sensors
- interactive mapping technologies
The sources feeding the system are official and constantly updated, coming from public authorities, telecommunications operators, historical archives, and eight weather stations, which are crucial for addressing climate emergencies.
The project has been enhanced by a digital transformation process of two historical land registries, through the scanning of some paper maps, which were digitally overlaid onto the map of the Lake Trasimeno area.
In this way, the historical and cultural memory of the territory has been preserved by using analog sources that provide important information about the evolution of the area.

The Platform
The innovative tools of PITER are designed to improve territorial management. The thematic dashboards allow monitoring of the urban green spaces and access to detailed demographic data, such as age group distribution and the specific needs of families, young people, elderly, and other vulnerable categories.
Issue Manager allows citizens to report malfunctions or problems in their municipality easily and immediately. This system promotes reactive and efficient management of issues, improves communication between administrations and citizens, and strengthens active civic participation.
Thanks to PITER, a mapping of the phone signal has been completed, enabling precise identification of geographic areas with poor or no coverage. By linking this data to previously collected information, it has been possible to plan an enhancement of the mobile network through the installation of new infrastructure, while respecting the territory’s uniqueness and the specific needs of its inhabitants.
With the PITER project, the municipalities of the Trasimeno Union are ready to become a model of sustainability and innovation, using the most advanced technologies for a greener, more efficient, and inclusive future. The project recently attracted the attention of the Digital Agenda Observatory of the Politecnico di Milano, which awarded the Union the “Agenda Digitale per gli enti locali”.
The municipalities of the Trasimeno Union aim to become an example of innovation and sustainability, leveraging the most advanced digital technologies to build a greener, more efficient, and inclusive future. The work carried out has received national recognition, such as the “Agenda Digitale per gli enti locali” granted by the Digital Agenda Observatory of the Politecnico di Milano.

The eight municipalities surrounding Lake Trasimeno are a charming corner of Umbria, where nature and historical-cultural tradition blend together. Famous for breathtaking views of the lake and the picturesque villages around it, such as Castiglione del Lago and Passignano sul Trasimeno, they also offer typical local cuisine, featuring dishes based on lake fish and fine olive oil. The municipalities of Trasimeno are a place where the tranquility of nature and the authenticity of traditions meet in perfect balance.
The contribution to sustainable urban development
The project aims to contribute to achieving the following Sustainable Development Goals of the 2030 Agenda, defined and promoted by the United Nations.
